CLOSED The 2027 HMRC Tax Specialist Programme window is reported to have closed on 26 October 2026. HMRC runs it once a year, so the next intake is not yet announced.

29 October 2026

The HMRC Tax Specialist Programme (TSP) is a permanent graduate-entry role in HMRC’s compliance work, with a structured 3 to 4 year training programme and guaranteed promotion on completion. Applications for the 2027 intake appear to have closed, so this guide explains how the programme works, using HMRC’s own advert for the previous cycle, so you can prepare for the next one. For other public-sector routes, see our guide to getting a government job after graduation or the Graduate Scheme hub.

How we sourced this: the figures below come from HMRC’s own Tax Specialist Programme 2026 advert (closing 22 October 2025). HMRC has not published a comparable 2027 advert that we could open, so 2027 details are marked as reported and come from third-party listings. Always check the current advert on Civil Service Jobs before you apply.

When does the HMRC Tax Specialist Programme open?

HMRC’s careers forum says the programme opens once a year and advises setting up job alerts on Civil Service Jobs to hear when the next campaign starts. The 2026 intake closed on 22 October 2025, and a third-party guide reports the 2027 window closed on 26 October 2026 (see the TARGETjobs listing). No 2028 dates were published when we checked, so expect the next window around the same time of year, but treat that as a pattern, not a promise.

What you actually do

According to the advert, you will manage your own portfolio of tax compliance casework, lead conversations with individuals, businesses and professional advisers to challenge assertions in person, by phone and by video, tackle fraud, tax avoidance and high-profile investigations, and interpret complex legislation and case law. After promotion you can specialise in a tax regime such as VAT or Corporation Tax. HMRC adds weekly virtual learning sessions alongside hands-on casework.

The application process

HMRC Tax Specialist Programme selection stages: application and online tests, Civil Service Judgement Test, video interview and virtual assessment centre
Stage 1: application and online tests

A short eligibility form, then Civil Service verbal and numerical tests. They are untimed and taken on Civil Service Jobs; HMRC recommends a desktop or laptop in a quiet space and finishing within 24 to 48 hours. If you passed these tests at the right level within the last 6 months, the score can carry over.

Stage 2: Civil Service Judgement Test

An online situational judgement test for candidates who pass stage 1. Pass marks may be raised to manage volumes.

Stage 3: video interview

A pre-recorded video interview.

Stage 4: assessment centre

A half-day virtual assessment centre. You can only choose one location, and it applies throughout.

HMRC assesses five behaviours: Communicating and Influencing, Delivering at Pace, Making Effective Decisions, Managing a Quality Service and Working Together. It also warns that plagiarism or using AI in your evidence can lead to your application being withdrawn.

How to prepare

Start with the tests: our graduate online tests guide and the situational judgement test guide cover the formats you will meet. Then build one real example for each of the five behaviours from your own experience, written in your own words. Rehearse out loud for the video stage, and read our assessment centre guide for the final round. We could not find a named trainee quote from a source we could verify, so we have not included one rather than invent it; HMRC’s insider stories are on its careers site.
